    As a municipality, we need to make good fiscal decisions when spending taxpayer's dollars. Because we place the Mutt Mitts in our city parks and other public places, they are at great risk for theft. We find that we are supplying large quantities to our citizens for their personal use at home or elsewhere. For that reason, we order the less expensive single ply bags. We've had no complaints and, as a matter of fact, receive comments of gratitude for making them available.
